What can I do to prevent genital herpes from a person who I know is infected?

I recently met a great girl who I just started a relationship with, the only problem is that she told me early on that she has genital herpes. I have been cautious when approaching sexual interaction and have avoided penetration. She mentions that it's only really contagious when she has an outbreak, but shes not completely sure. I know using a condom and certain medications reduce the risk, but I really don't want to risk it in the very least. Is avoiding penetration the only option I have?
